Yes, in a way. If I see management of the company buy shares, it gives me some confidence. Conversely, if the management is selling, it puts up a red flag for me. Now, one should consider that the inside seller may also just need funds for some reason. It is important not to read too much into it, but the larger the volume of selling, or buying, the greater the indication of management sentiment.
